If you start seeing it again (ie it only temporarily works to reset and migrate) can you send a performance feedback report using the PMTOGGLE command. Just if you start seeing the spinning wheel, run PMToggle, run a few commands where you get the spinning wheel, and then end the performance report (keep it minimal to reduce log size).
